1. General characteristics of the profession

Specialist in the field of appraisal activities aimed at establishing with respect to objects of valuation of a market or other value.

2. Official duties

Performs, on the basis of a license, an appraisal activity aimed at establishing a market or other value with respect to objects of valuation. It identifies the need for valuation services for valuation objects, conducts business contacts, negotiates with clients, concludes and draws up contracts with customers on how to evaluate the valuation object in accordance with the established form, monitors compliance with the conditions stipulated by the concluded agreements. Analyzes information about the object of evaluation for legal expertise, the establishment of parameters of its competitiveness, affecting its value. Makes an accurate description of the subject property, determines the methods for conducting the appraisal in accordance with the appraisal standards, establishes the main pricing factors affecting the value of the subject property, studies the market and the cost of similar objects. Justifies the use of standards of assessment, methods of its implementation, adopted during the assessment of assumptions, makes the necessary calculations. It determines the total value of the valuation object, as well as the limitations and limits of application of the result obtained. In the case of determining when evaluating an object, the object of valuation is not a market value, but other types of value, it establishes evaluation criteria and reasons that make it difficult to determine the market value of the object of valuation. Timely prepare and submit to the customer a report on the evaluation of the object of evaluation in accordance with the established requirements for its form and content. Conducts a mandatory evaluation of valuation objects in the event that valuation objects belonging in whole or in part to the Russian Federation, constituent entities of the Russian Federation or municipalities are involved in the transaction. Evaluates the object of assessment, including re-assessment, in cases provided for by the legislation of the Russian Federation, on the basis of a court ruling, as well as by decision of the authorized body. Provides, upon the customer’s request, regulatory and other documents on appraisal activity, education documents confirming that the appraiser has obtained professional knowledge in the appraisal field, as well as in cases provided for by the legislation of the Russian Federation, copies of the stored reports or information from them by law enforcement, judicial, other authorized state authorities or local governments at their legal request. Carries out civil liability insurance in accordance with the legislation of the Russian Federation, ensuring the protection of the rights of consumers of appraisers' services. Advises clients on the current legislation governing the valuation activities, as well as regulatory requirements that must be followed when determining the value of the objects of valuation. Involves on a contractual basis to participate in the work of other appraisers or other professionals. Ensures the safety of documents received from the customer and third parties in the course of the assessment, respects the confidentiality of information received from the customer, except in cases provided for by the legislation of the Russian Federation.
